Three routes this usually takes
Different departments, different budgets, and sometimes several of them side by side within the same organisation.
Teaching a trade to people on a work placement
Phone and laptop repair can be learned without any prior training, with tools in hand, and there is work in it. For someone on a subsidised work placement or a work-experience track, that is something rather different from yet another job application course.
Strengthening a social employment company or reuse centre
Wherever devices come in to be repaired or stripped down, you need someone who can pass the craft on. We train the supervisors, or we teach the team itself on your own shop floor.
Repairing your own devices in house
An authority has hundreds or even thousands of phones, tablets and laptops in circulation. Some of them get replaced over a part worth a few euros. Let your own IT department swap screens, connectors and batteries itself and you cut replacement costs while making progress on your climate and circular targets.
The pots this usually gets paid from
Every authority arranges this for itself, so this is not a list of entitlements. It is the practice as we come across it, so you know which colleague to go to.
- The social welfare activation budget. For people on a subsidised work placement or a work-experience track, often as part of an individual integration plan.
- The training budget of a social employment company. Through the company itself, which usually has its own training budget and buys independently.
- Local services economy and neighbourhood services. If there is already a repair operation, or if you want to start one.
- A department's own training budget. When it concerns your own staff, in IT or facilities for example.
- Climate and circular economy funds. Replacing fewer devices is a saving you can justify in two places at once.
Not sure which budget it should come out of? Give us a call. We have had this conversation many times and we will think it through with you, even if it is ultimately a colleague of yours who holds the budget.
An accepted invoice is usually enough
This is where things stall internally most often, so here are the amounts. All excluding VAT.
Below € 30,000: accepted invoice
This counts as a low-value contract. You order, we deliver, you pay the invoice. No procedure, no tender documents. Training for one team almost always stays below that line.
Up to € 140,000: negotiated procedure
Above that, the negotiated procedure without prior publication is still open to you. You request a few quotes and choose. That too stays within your own procurement rules.
European level sits far higher
The European threshold for services at a local authority stands at € 216,000 in 2026 and 2027. For social and other specific services, which is where training falls, it is as high as € 750,000.
We come to you, and we bring everything
For a group that is almost always more practical. Nobody has to travel and we practise on devices from your own day-to-day work.
We bring: microscopes, soldering stations, tools, parts, devices with genuine faults to practise on, all the course material and lunch.
You provide: a room with enough tables and chairs, good lighting, power sockets, the option to ventilate, and access at the agreed time.
Every participant receives a certificate of attendance at the end. After that they can keep in touch with their trainer and bring their questions to our forum.
What you get from us to close it out internally
- A quote in the name of the authority, with our company and VAT number, the number of participants and the half-days involved.
- The programme with the learning objectives per day, so you can substantiate why this fits the placement.
- An attendance list afterwards, and a certificate for each participant.
- An invoice with fourteen days' payment terms, carrying your purchase order number.
- On request: a data processing agreement if any personal data of participants ends up with us.
Our prices are listed excluding VAT on the site. For a group at your own premises we charge per day and per group; that goes through a quote, because it depends on the number of participants and the programme.
The questions we get most often
Do we have to start a procurement procedure for this?
Can this come out of the social welfare activation budget?
Do you travel to us?
Our participants do not all speak the language of instruction fluently.
How many participants can take part at once?
What if someone is ill on the day itself?
Talking it over costs you nothing
Tell us what you have in mind and for how many people. You will get an outline from us with a programme and a price that you can take further internally. Even if you do not yet know which budget it should come out of.
